National Collegiate Underwriters & Administrators, Inc. service accounts using a team approach. While everyone in our office is cross-trained in all aspects of our business operation, each person delivers a high level of expertise in her/his particular area of specialization. Here are brief resumes on a few of our key staff.

Joseph C. Seufer, President – Mr. Seufer has been involved in various aspects of the college medical insurance business going back to his undergraduate days at The Pennsylvania State University (1974-77). For the past 22 years he has served as President of Special Risk Consultants, Inc. and National Collegiate Underwriters & Administrators, Inc., both independent insurance agencies specializing in the design and management of student medical insurance programs. He is also CEO of Student Information Management Company, LLC, a technology firm applying web based systems designed to promote more cost-effective use of student and university data.

Richard P. Seufer, National Account Executive (Underwriting Specialist) – Mr. Seufer joined NCUA in 1992. His prior experience includes managing a commercial mortgage banking office in Chicago for the National Bank of Detroit, and trading currency options on the Chicago Mercantile Exchange. Mr. Seufer earned his Baccalaureate degree in Business Administration from the University of Texas in 1986 and his Masters in Business Administration from the University of Chicago in 1991, with concentrations in finance, accounting and statistics. Mr. Seufer is instrumental in the maintenance of the firm’s proprietary claim forecasting models. He is also responsible for new business development, is instrumental in our Bid Consultation Services, and provides field service to many of the firm’s clients.

Judith A. Carton, National Account Executive (Managed Care Specialist) – Ms. Carton joined NCUA in 2004. She has over twenty-five years of healthcare experience, which includes Benefit Manager for General Dynamics and Director of Account Management & Business Development for Beech Street Corporation and CCN, two national Preferred Provider Organizations. Ms. Carton earned her Baccalaureate degree in Health Education, Sociology, and Family Studies from San Diego State University in 1972. Her vast expertise in managed healthcare has proved to be invaluable to our clients in developing cost-effective managed care strategies. She also is responsible for new business development, provides critical support to our Bid Consultation Services, and provides field service to many of the firm’s clients.

Jon L. Peiffer, Health-eU Project Manager -Mr. Peiffer joined NCUA in 2006. He has over 10 years experience in student insurance administration including claims adjudication and enrollment management as well as eight years of accounting experience in various industries. Mr. Peiffer has extensive experience with a wide variety of computer software, including several custom packages, Microsoft applications, and SQL Server. Mr. Peiffer earned an Associates Degree in Accounting at Montgomery County Community College in 1998, his Baccalaureate degree at Lancaster Bible College in 2001, and his Masters in Divinity at Trinity Evangelical Divinity School in 2006. His responsibilities include guiding the design, implementation, and development of the Health-eU Technology platform.

Marilyn Fiorini, Enrollment Manager -Mrs. Fiorini joined NCUA in 1995, bringing 20 years of experience in the field of Management Information Systems. She is responsible for all non-standard enrollment procedures, including late enrollment, partial payment, and refunds and invoicing. She is also responsible for Pharmacy Benefit administration.

Malinda Townsend, Database Manager – Mrs. Townsend joined NCUA in 1999 to add a special level of expertise in the area of database management. Her responsibilities center on the development, implementation and management of our non-Health-eU insurance enrollment processes. She is responsible for eligibility, enrollment, ID card production, terminations and cancellations. She earned her Baccalaureate degree from the University of Virginia in 1976, majoring in Accounting and has continued her education focused on database management.
